Yes, it does. (Or, rather, it definitely makes your balls shrink. Penis is a little more controversial, it might shrink it, but it will certainly stop it from growing bigger).

They may or may not return to normal when you stop taking them.

Your testicles are controlled by glands in your brain. When your brain detects excess testosterone, it sends a message to your testicles that could be summarized as "stop!!!". your testicles then show down or reduce activity. This means they reduce production of testosterone and sperm. Your body decides that since they aren't doing much they don't have to be so big, and economizes by shrinking your balls,

Shrinks your balls
May cause sterility
May cause impotence
Weakens immune system, making you more susceptible to contagious disease (there is a reason women live longer then men, you know)
Damages cardiovascular system. (Arnold Schwarzenegger has already had major heart surgery)
Illegal and can get you arrested
Reduces your height. (Testosterone is part of what triggers the end of your growth spurt)

Pros:
Combined with exercise make your muscles bigger and prettier then they would be without it.
Increases athletic performance
MAY increase sex drive
MAY speed healing of injuries

However, those are all pros and cons for taking testosterone. The product you include a link for is an herb some guy claims makes your body make more testosterone. Herbs are not subject to FDA review. Probably no one knows for sure what, if anything, it does. Lots of things have been used for centuries that aren't good for you. (eg. Tobacco) If it does what it says, it would definitely stunt your growth (at your age) weaken your immune system, and damage your cardiovascular system. Those are things testosterone do. It might not subject you to legal consequences or shrink your testicles (who knows?). In all probability it will do nothing.
